4. Pass the motorcycle skills test — or waive it by completing the safety course. The skills (road) test is required in 51 of the 51 jurisdictions covered, and completing an approved safety course waives at least part of it in 47 of them — the waiver is commonly gated by age or a time window, never assumed unconditional.
5. Pay the fee and receive the credential. Published fees run $2–$98 across the jurisdictions that publish one.
