RSA 263:34-b requires the Director to set standards for 'a nationally accepted and state-approved rider training course' without naming a specific curriculum brand in statute. The Director may also contract with public or private institutions for technical assistance in running courses, in which case that organisation may charge 'a reasonable tuition fee' capped by the Director, but the statute's default structure is the Director's own appointed coordinator and training specialists establishing courses and supervising instructors directly. Rider training courses are open to any state resident who holds a valid driver's license of any classification or who is eligible for a motorcycle learner's permit.
