Oklahoma adds a Motorcycle (M) Endorsement to an existing Class D driver's licence rather than issuing a stand-alone motorcycle licence. A rider 14 or older may work toward the endorsement through a motorcycle learner permit, and completing a Motorcycle Safety Foundation Basic RiderCourse is mandatory under 18 and waives both the written and riding tests at any age. Oklahoma requires a DOT-approved helmet only of riders and passengers under 18.

Liability insurance is required to operate a motorcycle in Oklahoma, including during the driving test. A combustion engine of 150cc or more, or an electric motor of 1,000 watts or more, requires the M endorsement; mopeds, motor scooters and motorized tricycles below those thresholds do not.

A rider is exempt only if all of the following are true:
- the rider is 18 or older
The statute reads: 'No person under eighteen (18) years of age shall operate or ride upon any motorcycle unless such person is properly wearing a crash helmet' meeting 49 C.F.R. § 571.218 standards. The same rule reaches an operator and a passenger alike through the phrase 'operate or ride upon,' and no age-independent exemption for training or riding experience exists in current law.
