South Carolina adds a Class M classification to an existing driver's licence, reached through a motorcycle beginner's permit and a road test at an SCDMV branch. Motorcycle rider training is optional unless an applicant has failed the road test three times, at which point a South Carolina technical college motorcycle safety course, or its equivalent, substitutes for the test. SC Code § 56-1-130(2) authorises the classified licence to carry a motorcycle endorsement determined by the driving demonstration. A driver with a Class M endorsement who has accumulated points may have four points removed, once in any three-year period, on proving completion of a South Carolina technical college motorcycle safety course or its equivalent of at least eight hours, under § 56-1-770(B).
Engine-size tiers
- Class G (moped operator's licence) (up to 50cc, separate credential) — A moped operator's licence is available from age 15, needs no skills test, and costs $25 for an eight-year term. A holder younger than 16 may ride alone only in daylight, and after dark only with a licensed driver 21 or older who has at least a year of driving experience within a safe viewing distance. A Class G licence does not authorise operation of a two-wheeled motorcycle.

A rider is exempt only if all of the following are true:

Section 56-5-3660 makes it unlawful for anyone under 21 to operate or ride upon a two-wheeled motorised vehicle without a protective helmet bearing a neck or chin strap and reflectorised on both sides, of a type approved by the Department of Public Safety. A rider 21 or older may ride without a helmet. Violating any of §§ 56-5-3660 through 56-5-3690 is a misdemeanour punishable by a fine of not more than $100 or imprisonment of not more than 30 days.
