Delaware's Basic Rider Course runs the MSF eCourse as Segment 1 (completed independently before class), a classroom segment, and an on-cycle riding segment, typically over two days (Saturday–Sunday or a split Wednesday schedule). Students must complete the eCourse, attend all sessions, and pass both a multiple-choice knowledge test and a riding skills evaluation. A separate one-day Additional Riding Course is open only to a student who previously passed the Basic Rider Course's knowledge test (minimum 80%) and completed its riding skills evaluation, or who failed the Basic Rider Course and re-enrols within 90 days.
Registration for the Basic Rider Course costs $50 for Delaware residents and $200 for out-of-state residents; the Additional Riding Course costs $35 for residents and $100 for out-of-state residents. Motorcycles and loaner helmets are provided. An applicant under 18 must have a parent or legal guardian sign a waiver in person on the first day and must already hold a full, unrestricted Class D driver's licence — Delaware does not permit enrolment on a Graduated Driver's Licence. Graduates receive an MSF Student Completion Card, which is also used to claim a 10% discount on motorcycle liability insurance.
